Fellowship Criteria and Application Information
Students are encouraged to apply for The Jacques S. Gansler Fellowship. One or more awards will be made by the Professional Services Council Foundation each year. Applicants must meet the following criteria:
One or more Fellowships of up to $10,000 each will be awarded. Awardees may use the Fellowship funds as best suits their individual needs (i.e., tuition, living expenses, etc.).
Applications must be submitted using the form found here. Applications for the 2023-2024 academic year are currently being accepted. The selection committee will review all applications and notify awardees once the selection has been made. All decisions of the selection committee, including how many fellowships to award and the funding to be provided to each awardee, are final.
The Professional Services Council Foundation does not discriminate on the basis of race, color, religion, gender, gender preference or identification, national or ethnic origin, or any other legally protected basis.

About Jack Gansler
Jack was an extraordinary man. His intellect, humanity and passion for his work on behalf of our nation was inspiring, as were his humility and quiet sense of humor. He accomplished much - earned two masters and a PhD; was considered one of the best professors at Harvard, University of Virginia and University of Maryland; wrote 10 books and hundreds of articles; and as Under Secretary of Defense for Acquisitions, Technology and Logistics changed the way the DoD does business.
He was loved dearly by his family and respected by his colleagues. He will be missed.

- Be a student enrolled full time in an accredited graduate school program.
- Be committed to conducting research on some combination of issues and/or challenges associated with the government’s acquisition of, and access to, technology, innovation and national security and the nexus of the public and private sectors.
- Propose research that will be of the highest academic rigor and standards and have practical implications and applications.
- Agree to complete and submit proposed research and final paper to the PSC Foundation prior to the end of the academic year for which funding is awarded.
- Propose research that is not being financially supported by any other Fellowship or Scholarship program.
- Grant permission to the Professional Services Council Foundation to contact any research advisor or the school to verify eligibility for consideration.
- Grant permission to the Professional Services Council Foundation to publicly disclose information on Fellowship awardee selection and the research topic to be undertaken. Permission is also granted to the Professional Services Council Foundation to make publicly available the final research paper submitted and to use the research results without restriction.
