The Professional Services Council (PSC) Foundation, a 501(c)(3) non-profit entity, is pleased to announce the formation of a Strategic Advisory Group (SAG) of independent, former senior government officials to assist the Foundation in assessing the federal security clearance process. The SAG, which is not affiliated with any government or other entity, will evaluate the ongoing implementation of the reengineering effort of the National Background Investigations Bureau (NBIB), as well as other matters relating to the federal government’s security clearance program and processes.
“The SAG’s mission is to review the efficacy of the ongoing business process and performance improvements of NBIB and to report on timely ways to reform and transform the federal government’s personnel background investigation processes,” said David J. Berteau, president of the PSC Foundation and chair of the SAG. “Working under my direction, the SAG has already begun to explore the many facets of the government security clearance process, and it will develop recommendations for the PSC Foundation to consider. I am honored that so many outstanding individuals have volunteered to serve on the SAG to explore these critical issues.”
The PSC Foundation is collaborating on this effort with the Intelligence and National Security Foundation (INSF), a 501(c)(3) nonprofit organization affiliated with the Intelligence and National Security Alliance, or INSA.
“INSF and INSA have a proud history of fostering public-private dialogue on ways to strengthen the trusted workforce and of partnering with PSC on a variety of important issues,” said INSF President Chuck Alsup. “Today there is significant momentum across government and industry to modernize processes related to background investigations and the security clearance process. We appreciate the PSC Foundation’s leadership of this initiative and look forward to working together to assist our government partners.”
The first meeting of the SAG was held on March 13, 2018. Additional SAG meetings are being scheduled. A report of the Foundation’s recommendations is planned for late in 2018, but interim reports and recommendations are possible.
As a part of its work, the Foundation has invited executive and legislative branch officials, as well as private sector executives, to update the SAG about the security clearance process and about current, planned, and desired activities.
